Der amerikanische Regierungsbeamter. Wirtschaftswissenschaftler. Er war 1947 bis 1950 Assistent an der Cornell-University, 1950 bis 1955 ao. Professor, 1955 o. Professor (em. 1989), 1969 bis 1974 Dekan der Cornell University, College of Arts and Sciences, 1974 bis 1977 Vorsitzender der New York State Public Service Commission, 1977 bis 1978 des U.S. Civil Aeronautics Board und 1978 bis 1980 Berater des Präsidenten für Inflationsfragen. Schrieb u. a.: "Great Britain in the World Economy" (1946), "The Economics of Regulation" (2 Bde., 1970, 1971, reprinted 1988), "Letting Go: Deregulating the Process of Deregulation" (1998), "Whom the Gods Would Destroy" (2001), "Lessons from Deregulation: Telecommunications and Airlines After the Crunch" (2004). 1977 wurde er Mitglied der American Academy of Arts and Sciences.
